I did a manual update and it solved the problem. The problem was with IPSEng32.dll, which is a Norton Anti Virus (NAV) or Norton Internet Security (NIS) file. I then reinstalled IE 11, which prompted me to do a windows update in which I did. Thank you very much.

Actually there is a fix, use another browser. but where in NIS do I have the security history log? From a pure usability perspective the old is far better, and we usbility test a lot of applications!
